Wow that is great to hear that you and your organization are heavily 
using MS4W (7 projects!); please be sure to contact me directly to help 
fund the development and maintenance of this great product that you 
heavily rely upon, so we can all keep easily sharing our geo information.

Regarding your error, it seems that I previously gave good instructions 
to debug this, on that previous thread.  The steps are well documented, 
and be sure to go through each step, especially as you (as I do as well) 
install it on other drives - for example, see Step#4 "Modify the 
mapcache.xml file" of 
http://ms4w.com/README_INSTALL.html#g-mapcache-apache-module which has 
several hardcoded paths that needs modifying.  It could also be a 
Windows permissions setting for your cache folder as well, but that 
isn't a common issue.
