Hi Mark,
Sorry that no one has replied to you about this yet; possibly because it
is very difficult to understand your situation without seeing the data
and your configuration, plus your service doesn't seem to work for me:

When you say "converted the air photos to geotiff images and then added
JPEG overviews" I'm assuming you mean that you used "gdal_translate" to
create the geotiffs, and then you ran "gdaladdo" to build overviews into
the geotiffs? The geotiff filesize would increase slightly, and you will
be able to see a "OVERVIEWS" section in the "gdalinfo" response at the
commandline. Maybe it is how you are creating overviews that is the
problem, possibly.
