[MS4W-Users] Packages updated

Hi everyone,

Here's a short update on recent changes for MS4W users:

- upgraded GeoMOOSE 2.9.0 package available at 
http://ms4w.com/download.html#download

- upgraded OpenLayers 3.15.1 package available at 
http://ms4w.com/download.html#download (this also includes a working WMS 
mapfile, data, and viewer, that is not part of the regular OpenLayers 
distribution)

- fixed some links in the MapServer OGC Workshop package, available at 
http://ms4w.com/download.html#download

- new MapServer CGI Viewer package available at 
http://ms4w.com/download.html#download (this is an old viewer but still 
works great to display scale values, legends etc.)

- setup installer has been updated with those packages

- new tutorial for configuring OpenLayers3 to display tiles through 
MS4W's MapCache: http://www.ms4w.com/trac/wiki/MapCacheOpenLayers3 (it's 
a wiki page, please edit as you wish)
