Hi John,

Try setting the OPACITY in a COMPOSITE block (See
https://mapserver.org/mapfile/composite.html#composite)

For example:


LAYER
     NAME "land"
     DATA "./land_3857"
     STATUS default
     MINSCALE 0
     TYPE POLYGON

  COMPOSITE
     OPACITY 20
  END

  PROJECTION
    'init=epsg:3857'
  END

  CLASS
   Name "Land"
       STYLE
          COLOR 150 140 107
       END
   END
END


100 is fully opaque and 0 is fully transparent.
