[MS4W-Users] Apache Installation problem

Hi Kinzang,

In fact Windows 7 is no longer supported by Python 3.9 (the version of 
Python that is now included in MS4W), so you must upgrade to Windows 10 
on your server.  I will add this into the MS4W documentation.

Sorry for this news, but, it is like driving a very old car, eventually 
a mechanic will tell you that it is time to 'upgrade' if you want the 
new features.
